The tray in front usually holds toys, a spinner, or a light-up panel — that’s the “activity” half of the name. The mobility half comes from what happens when the child’s toes find traction: the frame rolls, and the baby follows.

Here’s what it is not. The device doesn’t teach independent walking, and it isn’t a substitute for a person holding a baby’s hands or for a stationary activity center. The child’s weight rides in the seat, not on their legs, so the leg muscles do far less work than they would during cruising along a couch. The mandatory standard, 16 C.F.R. part 1216, has applied to infant walkers manufactured or imported on or after December 21, 2010. CPSC states that 16 C.F.R. § 1216.2 identifies the latest Commission-accepted ASTM F977 version that is mandatory, and that version has moved forward twice since the rule took effect.

ASTM F977 first appeared in 1986 and has been revised repeatedly. The version that governs current stock is ASTM F977-22e1, approved June 15, 2022, which became mandatory for walkers manufactured or imported on or after February 25, 2023. Before that, ASTM F977-12 applied to products made or imported on or after October 7, 2013, and the ASTM F977-07 edition, with modifications, covered products from December 21, 2010 forward. What Does the Safety Standard Actually Cover?

The standard sets performance requirements, test methods, and marking rules meant to reduce accidents from normal use and from reasonably foreseeable misuse or abuse.

CPSC lists the requirement categories in its business guidance, and they read like a checklist of everything that has ever gone wrong with a walker: general construction, wood parts, latching or locking mechanisms, openings, scissoring/shearing/pinching points, exposed coil springs, labeling, protective components, toy accessories, stability, structural integrity, prevention of falls down steps, and a parking device for walkers with brakes.
